Public Hearings
- A public hearing was held regarding the application of Routes2Sk to establish a 100 spot campground as a discretionary use at the Elk Resort Property and a motion to approve the application was defeated.
- A public hearing was held regarding the application of Cam and Dee Smith to establish a RV unit at the Sunnyside Market property as a discretionary use and the application was approved.
Delegations:
- Lawrence Minshull, Sunset Bay Resort addressed Council to discuss the public utilizing the bear proof bins provided at the resort since the District has eliminated the individual carts. The issue was referred to Administration for review.
- Brett Wells, representing the Emma Lake Cannabis store, addressed Council to request changes Cannabis Business Bylaw. Specifically, that the requirement for 2 staff to be present at all times be lowered to 1 staff. The request was approved and the bylaw amended.
- Jim Juker addressed Council to discuss a drainage issue involving his property. This issue was referred to Public Works.
Reports, Discussion and Actions:
- Public Works provided an update on trees, beaches, roads, gravel and calcium, drainage, landfill and lagoon and equipment.
- Council discussed the Neis Road Project Public Meeting and asked that the engineers bring options for a narrower ditch and/or other options to narrow the total width of the project.
- Council discussed the progress of the conversion from individual carts to bear proof bins and was advised that the individual carts are no longer being emptied by Greenland.
- Protective Services: July statistical report, provincial and inter-agency updates.
- Building / Development: July permit report was received.
- First reading was given to a bylaw to amend the Zoning Bylaw to provide for communication towers as a discretionary use; change the authority to grant minor variances and to change the sign requirements for Cannabis operations. A Public Hearing will be held at the September 13 meeting.
- A Public Notice Bylaw was adopted to update the bylaw to mirror legislation to provide for changes since the initial bylaw was adopted in 2005.
- A municipal fee bylaw was given first reading prior to a public hearing at the September 13 meeting. The amendments reflect changes to the building permit fees to reflect the fees of the new building inspection contractor.
- The Civic Addressing Bylaw was amended to reflect changes to the addresses within the Organized Hamlet of Elk Ridge.
- The Waste Management Bylaw was approved. The changes from the previous bylaw were to remove reference to requirements for collection of individual carts.
- Administrator’s report included the Report of the Annual Information Meeting; Action / Motion item Report; Ratepayer Concerns; Reports; and an update of other activities in the office.
