<p><u>Delegations</u>:</p>
<ul>
<li>Leroy Evenson approached Council requesting permission to locate additional shipping containers in the storage compound at 326 Kenderdine Crescent, Murray Point. A letter will be sent to ratepayers that are within a 75-meter radius of the compound for their feedback.  A public hearing will be held at the next meeting.</li>
<li>Ted Cardwell raised concerns regarding the discontinuance of the ZOOM platform for Council meetings. He stated that it provides ratepayers with an opportunity to participate in the council meetings remotely, especially for those who are not able to attend in person. He requested that the ZOOM platform be utilized to increase transparency.</li>
<li>Jacqueline Jordan requested to have 5 minutes of Council Meeting time to request a land purchase, but did not attend her during her allotted time.</li>
</ul>
<p><u>Bylaws:</u></p>
<ul>
<li>1<sup>st</sup> reading was given to Bylaw 10-2022 Zoning Bylaw Amendment to amend SECTION 3.3 development not requiring a permit by adding gravel, fences, and accessory buildings under 9.29 square meters do not require a development permit.</li>
</ul>
<p><u>Public Hearings</u></p>
<ul>
<li>No public hearings were held.</li>
</ul>
<p><u>Reports, Discussion, and Actions</u>:</p>
<ul>
<li>Building/Development monthly permit report was received.</li>
<li>Public Works provided an update on Trees, Beaches, Roads, Equipment, Gravel and Dust Control, Drainage, Transfer Station and Lagoons. Additional parking spots were proposed at Spruce Point Boat Launch. The District has received 72 inches of snow which has resulted in Public Works having to haul snow from various locations. Public works has ran into issues caused by ratepayers piling/moving snow into ditches. Public Works purchased a used 2018 Dodge Ram, is looking at a used Ford Ranger as a beach truck, and a 2002 International 5 tonne to haul snow, brush and soil. The Transfer station is getting ready to be opened back up for spring.</li>
<li>Protective Services provided their monthly report, provincial and inter-agency updates.</li>
<li>In-person attendance at Council Meeting continues to be encouraged.</li>
<li>Mary Sawchuk has been appointed as the Chair for EAC</li>
<li>Cheryl Bauer Hyde has been appointed as CPL representative and will fill the Chair position, while Brandi Smart will remain on the committee as a non voting member.</li>
<li>An appraisal has been requested for the Elk Ridge Fire Hall</li>
<li>The List of Lands with Tax Arrears was presented to Council.</li>
</ul>

<li>Rob Pellegrini attended the meeting to discuss communication and the new Environmental Stewardship Bylaw. Mr. Pellegrini raised concerns regarding the lack of communication for public notice of last year&#8217;s annual meeting. He felt that there are bigger issues such as water run-off from the road that could be addressed in the Environmental Stewardship Bylaw more so than aqua blasters or septic tanks.</li>
<li>John Rayner attended the meeting to address concerns regarding the usage of Public Reserve 12 located at Aspen Ridge. The reserve was approved for a shoreline alteration permit in 2000, and there are concerns regarding the ongoing landscaping of the property.</li>

<p><u>Reports, Discussion, and Actions</u>:</p>

<li>Building/Development monthly permit report was received.</li>
<li>Public Works provided an update on Trees, Beaches, Roads, Equipment, Gravel and Dust Control, Drainage, Transfer Station and Lagoons, and Equipment. The District has received 63.5 inches of snow thus far. Public Works is cutting the snowpack and moving snow out of residential areas prone to flooding and moving snow ridges and cleaning ditches. The Transfer Station continues to be located at the shop.</li>
<li>Protective Services provided their monthly report, provincial and inter-agency updates.</li>
<li>A new payment option will be introduced soon OptionPay. Credit Card payments will be accepted on a user fee pay basis.</li>
<li>In-person attendance at Council Meeting is encouraged and the use of the ZOOM platform will be discontinued.</li>
</ul>
<p>The Division 1 Councillor has resigned and a By-Election has been set for July 2, 2022. Nominations must be received by Saturday, May 28, 2022, between 11:00 a.m. and 2:00 p.m.</p>
<p>The ATV Bylaw fees schedule has been amended, the new registration fee is $70.00 and the renewal fee is $50.00.</p>
<p>Kim Brons-Hewitt has been hired as Administration Assistant and Tracey McShannock has been appointed Administrator.</p>

<li>Wayne Hyde attended the meeting to provide Council with an update and overview of the Water Quality Program. Data is showing that transparency in our lakes is decreasing which may be attributed to many different factors, such as lake age, wind, minimal precipitation, hot temperatures, development, lake usage, etc. Education is a key factor in protecting the health of our lakes. Many other lakes in the province are experiencing the same issues.</li>
<li>Eric Durell attended the meeting virtually to provide Council with a brief overview of the North Saskatchewan River Basin Council and what services they offer to their membership.</li>
</ul>

Bear proof bin latches have been modified to remain open to prevent freezing. Transfer Station Gate Fees be reinstated effective April 1, 2022. Partner rates will be in effect, and non partner rates will remain double the partner rate. District Ratepayers will not be charged the gate fee, but will still be required to pay the convenience fee for appliances that contain freon.</li>
<li>Protective Services provided their monthly report, provincial and inter-agency updates.</li>
<li>Western Municipal Consulting Ltd has been engaged to provide municipal appeal services such as Development Appeals and Board of Revision Services.</li>
</ul>

										<content:encoded><![CDATA[<p><strong>Environmental Stewardship Bylaw Public Consultation</strong></p>
<p>For immediate release.</p>
<p>In response to ratepayer concerns regarding water quality, Council is inviting community engagement regarding the new Environmental Stewardship Bylaw which was introduced by first reading at the Regular Scheduled Council Meeting held on February 9, 2022. Council is requesting District of Lakeland No. 521 ratepayer feedback regarding this bylaw. The purpose of this bylaw is to implement better practices within a defined lake impact area to balance public safety, environmental stewardship and public enjoyment of activities affecting the foreshore, shoreland and lakes. Please note that the bylaw does <span style="text-decoration: underline;"><strong>not</strong></span> refer to regulating boats and watercraft.</p>
<p>The bylaw addresses measures related to fertilizer usage, sewage holding tanks, hydraulic jet usage, and lake impact area activity. 										<content:encoded><![CDATA[<p>The 2021 annual Water Quality monitoring program was carried out during the open water season and the program prime objectives remained unchanged:</p>
<ul>
<li>To ensure compliance with Saskatchewan Surface Water Quality Objectives for Recreation and Aesthetics and for the protection of Aquatic Life.</li>
<li>To gather baseline physical and chemical parameter data that can be used for comparisons over time to determine trends and to monitor any parameter changes.</li>
</ul>
<p>This program utilizes volunteers at each of the lakes to aid with the survey and to provide boat transportation to the sampling locations. The District of Lakeland No. 521 thanks for following individuals: Al Christensen at Anglin Lake, Wayne Bartel at Christopher Lake and Pauline Smith at McPhee Lake.</p>
<p>Four sampling trips were made to Christopher, and McPhee Lakes and five were made to Anglin Lake to collect physical parameter data at the baseline sites located centrally on each of the lakes. The depth integrated data collected at each site by a YSI multiparameter meter included water temperature, pH, dissolved oxygen, and conductivity. As well, the water transparency and total depth was measured at each site using a Secchi disk.</p>
<p>All the data collected during the summer at Anglin, Christopher and McPhee Lakes met the provincial objectives for Recreation and Aesthetics and for the protection of Aquatic Life. In September, a water sample was obtained at the baseline site at these three lakes which was analyzed by the Saskatchewan Research Council in Saskatoon for physical and chemical parameters. The chemical analyte data collected at all of the sampling locations remained very consistent with the previous years data obtained at these sites. At all three locations, the transparency data collected was plotted along with the known historical data. It was noted that there is a downward trend in the Christopher Lake transparency over the last ten years while Anglin and McPhee Lakes show a slight increase in their transparency trends.</p>
<p>The regular Emma Lakes annual sampling program was also maintained with additional physical parameter, transparency measurements and nutrient sampling conducted to supplement the ongoing Ecosystem study on the three Emma Lakes initiated in 2018. The area experienced lower than average precipitation and many days with the air temperature exceeding 30 degrees Celsius that contributed to numerous algal blooms over the summer. Four members of the District Environmental Advisory Committee; Keith Dahl, Daryl Jessop, Tom Laxdal and Wayne Hyde collected the additional bi-weekly transparency readings on all three f the Emma Lakes. Three migratory bird surveys were also conducted over the summer.</p>

<li>A public hearing was held to receive submissions regarding Bylaw No. 23-2021, a Zoning Bylaw Amendment to allow for notification of property owners within 75m of any major development. There were no submissions received and the bylaw was passed.</li>
<li>Building/Development November permit report was received.</li>

<h2><u>Delegations</u>:</h2>
<ul>
<li>Sgt. Giroux, from the Waskesiu Lake RCMP Detachment attended the meeting to provide statistical information on RCMP activities from that detachment within the municipality.</li>
<li>Anglin Lake Cottage Owners Association (ALCOA) submitted a request to cement the court surface adjacent to the pickle ball court. The current surface is a plastic sport court which has broken down over time. The funds will be raised by the community and the District will issue tax deductible receipts.</li>
</ul>
<h2><u>Reports, Discussion and Actions</u>:</h2>
<ul>
<li><strong>Public Works</strong> provided an update on trees, beaches, roads, drainage, landfill and lagoon and equipment. The transfer station will be moved to the shop effective November 28, 2021 and will be closed December 24,25,26 and January 1 for the holiday season.</li>
<li><strong>Protective Services:</strong> September statistical report, provincial and inter-agency updates.</li>
<li><strong>Building / Development:</strong> October permit report was received.</li>
<li>Bylaw 23-2021 Zoning Bylaw Amendment to notify ratepayers within 75m in the case of a major development was read for the 1<sup>st</sup></li>
<li>The Anglin Lake SaskTel internet project is now providing wired internet service to property owners. Reports back from residents are that they are pleased with the service.</li>

<li>Hildy Richardson provided a presentation to Council outlining several water quality issues noted on Emma Lake particularly. She noted that 2021 was one of the hottest, driest seasons her family has experienced in her over 50 years of property ownership at Emma Lake. She expressed concern regarding algae growth on the water’s surface, boat activity, and Aqua Blasters and noted that preserving the quality of the water in our lakes is of primary importance.</li>

<li>A request to purchase the undeveloped portion of Burberry Road and consolidate with lots 107 to 119 Burberry Road was denied previously, but a replot is being considered instead. The replot would trade a portion of the road in exchange for a portion of their rear property. Administration will request a quote for the survey prior to proceeding.</li>
<li>A request was received and approved for a 10% variance at 108 Kaldor Ave.</li>
</ul>

<li>Council remuneration rates were changed effective November 1, 2021</li>
